The Functional Economic Analysis Model (FEAM) is intended to support analyses of potential cost-saving alternatives for Department of Defense (DoD) information management, and to aid functional managers in presenting their business case. The model is designed to allow the user to enter costs and receive information for a series of alternatives to a cost baseline. The baseline represents expected costs for a given function using existing processes to satisfy projected workload. A DMRD Base represents pre-Defense Management Review (DMR) Expenditures and force-reduction levels; it is needed only for DoD level FEAs. The model takes the user-supplied information and performs a Risk-Adjusted, Discounted Cash Flow (RADCF) analysis for each alternative.
